AU2005-005 - Executive Announcement (The Military)
PREAMBLE For her defence and ongoing security, and for the defence and ongoing security of her allies, it is desireable that the Poblacht na Tománn create and maintain an active military. Such an endevour while clearly necessary will require the investment of time and effort, as well as a great deal of planning. The Aras an Uchtarain accepts responsibility for this venture, and hereby legislates to this effect.
1. CREATION
1.1 With immediate effect, a new office is created to facilitate the process of military planning.
1.2 This office shall be known as the Bureau of Military Planning.
2. LEADERSHIP
2.1 The Bureau of Military Planning shall come under the direct control of the Director of the Tománn Armed Forces (hereafter known as the Director), appointed by the President of the Republic.
2.2 The Director has the final word in all aspects of the internal workings of the Bureau.
2.3 The Director is obliged to submit regular reports, and report on request to the President of the Republic, and must forward copies of these reports to the Prime Minister.
3. MANDATE The Bureau of Military Planning is mandated to design and impliment an effective Tománn Armed Forces by the Presidential Elections in November 2006.
4. FUTURE LEGISLATION
4.1 The Director is obliged to liaise with the Defence Minister in the Dáil, as soon as such a position is created by appropriate legislation and filled by a Cabinet member.
4.2 The Director should work closely with the Defence Minister to propose and enact legislation to secure the future of the Tománn Armed Forces.
4.3 The Defence Minister shall not exert any authority over the Director.
5. FOREIGN INTERVENTION
5.1 The Bureau of Military Planning may solicit for aid from allies of the Republic, but must first obtain the permission of the Foreign Office.
5.2 The Bureau may not appoint foreign nationals within its ranks without special permission by the Home and Foreign Offices.
6. DISSOLUTION, REMOVAL and ACCOUNTABILITY.
6.1 The Bureau of Military Planning may be dissolved by subsequent Executive Announcement.
6.2 The Bureau of Military Planning must be dissolved following the realisation of its mandate.
6.3 The Director of the Tománn Armed Forces may be removed by the President, who is then obliged to appoint a new Director within one week.
6.4 The Bureau of Military Planning is an institution of the Republic of Talamthom, and is bound by her laws. To this end, neither the Director nor any other Bureau personel may act unlawfully or in an unconstitutional manner in the pursuit of their goals.
6.5 All appointments and deployments by the Bureau of Military Planning must be made public, and are subject to judicial review.
