We have no way of knowing this I don't believe. Except Dumbldore said that Nagini could be one right? I need to re-read HBP. Other than Nagini I can't think of anything else that was mentioned that could be one. I could be wrong and someone could come in and contradict me.

Seriously...it's a plausible GoF horcrux...and when did Voldemort ever do anything for his followers - especially Wormtail - as a means of reward? The only reward any of them ever get for service is...not being killed (and,for some, a false sense of power).
I don't think he gave Peter that hand for no reason other than benevolance towards a faithful servant.
