DT2005-007 Constitutional Ammendment Article 6 Section 4
I propose the following text, taken from Article 6 - The Dáil Tománn:

Quote:
4. SPEAKER OF THE HOUSE. The Speaker of the House has the duty to organise the Dáil Tománn's agenda and to recognize all proposals put before the house by its members. The body must elect a Speaker by majority vote, rounded up to the nearest whole Minister, before proceeding to other business.

4. SPEAKER OF THE HOUSE. The position of speaker is managed as follows:
4.1 The position of Speaker must be filled by someone who is completely non-partisan.
4.2 Candidates for the Speakers position must be submitted to the Dáil upon the reconvening of the institutions following an election and must be voted upon by the ministers with any ties being broken by the Citizens Council.
4.3 It is the speakers duty to keep order amongst ministers during Dáil debates. He must also ensure that all ministers are operating in accordance with the rules and regulations of the Dáil and that all activities are being undertaken in a Consitutional manner.
