Dáil Rules of Procedure II

1. DEBATE. A bill or motion may be debated for a maximum of 10 days before a vote. Members during this time may discuss the bill and propose amendments.
1.1 Members may call a vote on an unfriendly amendment by motion and second.
1.2 Members may call a vote before 10 days by motion and second. If the succeeding vote is negative, the bill or motion is debated up to another 10 days.
1.3 No more than four (4) pieces of legislation may be in open debate at any one time. Other bills can be submitted to the Dáil but will be closed by the speaker until one of the open bills is cleared, or explicit permission is granted by Presidential decree.

2. VOTING. A vote must last no longer than 72 hours but may end sooner if every Minister has voted.
2.1 The Speaker must preside at any vote. He or she must call it and certify the results. In the Speaker's absence, the Prime Minister may assume temporary Speaker duties.
2.2 Members may vote in one of four ways: Yay, Nay, Abstain, or Defer.
2.3 Once recorded, an individual vote is final.
