DT2005-059 - Talamthom-Alexandria Treaty (2005)
The following has been presented by myself to the Foreign Office of Alexandria:

Quote:
The Empire of the Alexandrians and The Republic of Talamthom united in both their desire for a more formal relationship and their commitment towards peace, agree:

1. That each state recognises the other's sovereignty, legitimacy, and territory, both physical and imagined;

2. That both states agree to resolve any mutual disputes in a peaceful manner, with or without the arbitration of a neutral third party;

3. That neither state shall commit or condone an attack on the other, and will seek to share information in the case of imminent attack;

4. That neither state that is party to this agreement shall harbour, aid or otherwise support those that are willing to overthrow the legitimate government of either nation;

5. That both parties shall remain open and accessible visitors from one another, barring national emergencies or other such security issues;

6. Cultural exchanges, diplomatic initiatives and other means at fostering an environment of well being between Talamthom and Alexandria shall be supported by both governments, who will notify each other of major events and happenings within the borders of each.

7. That both nations should share intelligence on any threats to each others sovereignty as soon as it be known;

8. That either party seeking to amend this treaty shall inform the other of this request, and that all amendments must be made with mutual consent;

9. That the cancellation of this treaty must be undertaken via a written notice posted in both nations' forums for a minimum period of five days before the annulment date;

10. That immediately after the ratification of this treaty (through the governments' head of state's signature) will its relevance take affect as both signatory parties are bound to the commitment of this treaty and dialogue between our nations shall begin;

It's interestingly phrased.

Basically the same as our other treaties (i.e. pretty textbook) except for two bits: sharing information about cultural events, and the extradition rights. The extradition rights is a little uncomfortable, as we've always said "you are judged only on your actions within the Republic", right?

Well i ammended this from their 'closer relationship' treaty they offered me last term. I added all the things being subject to a trial before any extradition will take place.

Therefore unless they can provide pretty solid evidence then no-one is going anywhere!

Mmm. I still don't like the idea that we could be (in effect) forced to exclude a citizen on the grounds of crimes committed elsewhere.

As I said, this stands in direct contravention of the historical policy. Any chance you could use diplomacy to talk the Alexandrians into dropping the extradition clause for now?

It nowhere states that we would exclude a citizen. All we can do is request they attend the trial in the other nation.

I suppose 'extradition' is a pretty weird concept in micronations. In the real world, it would constitute sending a citizen to the other nation, were they to face charges there. But on EZboard forums?

Hmm. Yeah. Well i think it is there to add 'realism' but i can request its removal if people really aren't satisfied with it!

I am affraid of the conservative and terror-loving policy that alexandria has and i am sure that we do not want this kind of idelogy to be implemented in our Nation

I second and agree with the ammendment to keep us as a non extradition treaty country since they are always the coolest.

The vote is now closed. The Dáil has voted to accept this legislation. It will now be passed on to the President for signing.
