DT2005-060 - Talamthom-Cyberia Treaty
Gents,

I have proposed the following treaty to the Foreign Office of Cyberia:

Quote:
Treaty Of Amity Between
The Virtual Commonwealth of Cyberia & The Republic of Talamthom


The Republic of Talamthom and Virtual Commonwealth of Cyberia, by mutual consent and without coercion, enter into this treaty;

UNDERSTANDING that each party recognises the sovereignty, territory, and the legitimacy of the rulers and government of the other;

AGREEING to enter into peaceful relations with one another and refrain from any hostile action, either overt or covert;

COMMITTING to share intelligence regarding hostile actions of a third party against either of the nations;

ALLOWING for an embassy of the opposite nation to be opened on their website and ezboard ring link added;

PROMISING that each party will support the other in gaining admission to micronational organisations when the situation arises;

CONFIRMING that each party shall post this treaty publicly on their respective national legislative websites;

AGREEING that this treaty shall be the basis of diplomatic relations between the parties and may be amended with the consent of both parties;

ACCEPTING that any deliberate breach of this treaty shall render it invalid;

DECLARE that, with the signatures of both nations heads of state, this treaty of amity and understanding is formally accepted and may be seen as the start of greater closeness in relations between them.

After private consultation with Jack Santucci the Treaty text has been changed to the following:

Looks good to me... particularly the bit with the embassies. We should encourage more of that sort of thing.

While this treaty allows for the creation of an embassy, it doesn't action it.

So as and when Cyberia want an embassy here (which will mean having an ambassador here-- i.e. another active participant in Talamthom), the 'clutter' of their extra forum will bring with it a silver lining.

No. The continued existence of an Embassy is conditional on the continued presence of an Ambassador. If the Ambassador failed to provide an adequate level of activity, the Embassy would be summarily closed, pending his return or re-appointment.

I don't think Cyberia would challenge this.

You're telling me that the most legislative and judicially meticulous nation wouldn't challenge this???

Anyways, i'll go with you on this one. If they become a problem we can cancel teh treaty anyways.

An 'Embassy' is not a building. It is an institution, built around the presence of an Ambassadorial Party. It is the extention of one nation into another, for the purposes of diplomacy.

Without the 'true Embassy' (the personell and associated mandate), it's just an empty shell (i.e. an empty building/empty forum). So what you're closing would not be the 'true Embassy' -- that was closed by the other nation when they withdrew their Ambassador/their Ambassador failed to act out his mandate.

Getting this out in the open right now could save time later. ;-) We can just point at this and say "we've been through this already."

... of course, hopefully the Cyberian Ambassador will be an active, enthusiastic fellow and none of this will ever be needed.
