DT2005-061 - Inactive Party Ammendment
1.1. Article 10.3 is ammended as follows:

Quote:
No political party shall be closed unless it is done so with the express consent of the Party Leader and/or a majority of party members.


1.2. A new clause 10.4 is added as follows:

Quote:
A political party may only be closed by the Home Office if there are no active citizens participating within it.


2.1. Article 9 is renamed "Citizenship, Citizens' Rights and Their Resposibilities"
2.2. New clause 9.1 inserted as follows (all following clauses renumbered accordingly):

Quote:
9.1. Citizenship
i. The Home Office may grant citizenship to any willing party upon submission of an application form to the Interior Minister.
ii. Upon the approval of the application by the Home Office the new citizen is immediately bound by the laws of the Republic.
iii. If there is a failure by the citizen to participate in two censuses conducted for the construction of an electoral roll then the citizenship may be revoked by the Interior Minister.
iv. The Interior Minister may not revoke the citizenship if an official leave of absense (LOA) notoce has been posted in the Home Office, unless this LOA notice has expired.

I do not want to the Home office to have power in closing parties...i am afraid of this...i think the dail should have this kind of power

Well you can only close the party if there are no active citizens in it. The Home Office is the responsibly body for the regulation and acquisition of citizenship levels therefore the best for the job. In part the Home Office is responsible for the approval of party applications too.

Its only natural.

I believe that the home office , even if i am for this period in charge of it , should have resposibilities as long as it is not accuses the liberty of the indivinduals

Well the whole point is that for this legislation to come into effect the party would have no civil liberties as it would have no active citizens as members!!!

This has been passed by two votes to one by the Dáil. It will now be opened for an 'open' referendum in the Courtyard.

If it passes there it will be given to the President to sign.
