DT2005-063 County Governance Act
Mr. Speaker:
I move the following:
Quote:County Governance Act
1. The Appendices of the Constitution of the Republic authorize several Counties.
2. Each County with two or more residents may form a government. Such a government must:
2.1 be subject to regular elections;
2.2 permit all residents to legislate;
2.3 coexist with an indepdendent judiciary, or the jurisdiction of the High Court of Talamthom.
3. The government of Talamthom must provide forum space, if available, to any county intent on organizing.

I was quite keen on this last time round. Perhaps change it to three citizens? This would be slightly more practical (bearing in mind the size of our population) and also more workable in terms of elections and similar. Two people voting in elections is a little pointless.

I'd prefer it if the exact number of counties ( was listed as opposed to the loose term 'several'.

I did it for a reason. We authorize the counties in the Constitution already. Multiple references to the same institution or procedure create headaches when changing those institutions or procedures later. You fix it in one place and miss it in another.
This way, we can change the Appendicies without having to revisit the CGA.

Its just that on occasion people refer to their being 8 counties and others 9. As long as we are all clear that the TREF is not a county i'm fine.

Yeah, I have to say I'm siding with Alex here. Ditching a county would involve enough tedious legislating already, without entrenching the problem.
