DT2005-065 - The Ammendments Ammendment
1.1 The current clauses for article 13 are removed
1.2 They are then replaced as:

Quote:
1. CALLING A REFERENDUM. The Dáil may call a referendum by majority vote. The President may call a referendum. The citizens may call a referendum with a petition containing the amendment text and the signatures of one-third of the population, rounded up to the nearest whole citizen.

2. RATIFICATION. Constitutional amendments are ratified by two-thirds of the population at referendum, rounded up to the nearest whole citizen, followed by the President's signature. Referenda are held at the nearest general election.


2.1 A new clause 13.3 is added stating the following:

Quote:
3. PETITIONING. The President may, if petitioned by 45% of the population (a minimum of three citizens), allow for the immediate commencement of a referendum. This is unless the general elections are within the next seven days.

Or, leave everything the way it is. Shrink the proposed new section to one sentence. Stick it on the end of S2.

Or just delete the sentence about "next general election" and put something in about a reasonable time delay betwen petition filing/Dail vote/Presidential order and referendum.

WOW!! Nearly 2 days after proposing the ammendment an MP has finally commented on it! I am in shock!

I think this ammendment is fine as is. We need greater clarity within the constitution and i think this offers it well. I like the idea of the delay in referenda (until the next election) there just needs to be a provision in case of urgency.

Heh, I feel activity is suffering even more at this point. Could it be the start of the university terms? I know I've been hellishly busy recently.

I like Tom's proposal.

Alex-- I feel the first two bits he's trying to change don't actually change the meaning of the text, they just change the style. If we start doing little things like that, it'll make the Grand Housekeeping Ammendment a little simpler, since stylistically we're going to be going for the capitalised bits and numerical indices.

In micronations the start of the University term usually heralds greater activity to be honest. Alex i know is more occupied in Cyberia at the moment, as for everyone else i don't have a clue!

Personally, the start of my third year has coincided with increased participation in the Photographic society, and I'm now working six nights a week in two part time jobs. Plus, there's always the damn Physics degree...

So I'm not technically on an LOA, but I'm not necessarily able to get to Talamthom every day.

FAO Ministers, this bill will remain here for the time being [closed] until the referendum at the time of the Elections.
