DT2005-067 - The Tománnach National Defence Act
Quote: The Tománnach National Defence Act
Article I
1. This act shall be referred to as "The Tománnach National Defence Act".
2. Every time this act refers to "the Republic", it will be referring to the Republic of Talamthom.
Article II: Establishment of the Armed Forces of the Republic
1. It is the intent of the Dáil to provide an armed force capable of:
a. Preserving the peace and security, and providing for the defence, of the Republic and all its possessions and occupied areas;
b. Supporting the national policies;
c. Implementing the national objectives and ambitions;
d. Overcoming any nations responsible for acts of aggression that imperil the peace and security of Talamthom.
2. We hereby create the Tománnach Defense Forces to serve this intent.
3. The Tománnach Defense Forces shall be composed of the following:
a. The Tománnach Army and its reserves and facilities;
b. The Tománnach Naval Service and its reserves and facilities;
c. The Tománnach Air Corps and its reserves and facilities;
d. The Tománnach National Police and its reserves and facilities.
4. The President of the Republic serves as the Commander-in-Chief of the Armed Forces of the Republic.
5. The Minister of Defense serves as the Commander-in-Chief's direct advisor in the matters of the Armed Forces of the Republic but is subordinate to the President.
6. The Minister of Defense shall, from time to time, present to the Dáil an overview of the status of the armed forces with suggestions to consider for keeping the armed forces at their full readiness. He will also keep records of all deployments.
7. The General Staff of the Armed Forces is hereby created. The President shall appoint the chiefs of staff for the corresponding branches of the Armed Forces and name a General Chief of Staff to serve at the President's pleasure or until the person resigns.
Article III: Establishment of the Agency for the Security of the National Interest
1. It is the intent of this Dáil to establish an institution devoted to the gathering of intelligence on threats to the peace, security and defence of the Republic.
2. To serve this purpose, we hereby create the Agency for the Security of the National Interest, or ASNI, to be under the control of the Foreign and Overseas Territories Office.
3. The ANSI shall be headed by a Chief Intelligence Officer to be named by the President on the suggestion of the Foreign Minister. The Chief Intelligence Officer shall serve as such until the President so decides or until he decides to resign. The Chief Intelligence Officer shall also serve as the President’s advisor on intelligence matters. The Foreign Minister may occupy the post of Chief Intelligence Officer until the President appoints someone to the position.
4. The National Intelligence Agency shall never undertake activities to prepare war or to otherwise disturb the peaceful relations between nations.
Article V: Military commitments, foreign troops, state monopoly on object
1. The Republic of Talamthom shall not enter into any agreement, treaty or concordat that will make it enter into a military commitment without the consent of the Dáil.
2. Foreign troops may not enter Tománnach soil without the consent of the Dáil.
3. No one but the State may own heavy weapons or ultra-hazardous material.
