While you have a forum outline, you do not have any forums, so I can imagine it may be a tad difficult for you to initiate relations and maintain them without some place which people can go to post and interact, or even to attract new citizens.

I don't know, I would assume so without seeing anything upon their forums and until a response by Mr Python one way or another, would continue to assume so.
Many nations come and go, often withing a week or a couple days. Overlly disappointing and something we have gotten used to these last few years.
