With regards to the second point i feel Mr Garine's proposals will go a long way towards sorting out the issue of national promotion etc.

We appear to have only five citizens.
Ah well, such is life. We can't force people to complete a census. We're just going to have to resign ourselves to a largely vacant government for the next term.
I'll see if I can do a little rabble-raising in the Courtyard.

Its not ideal. Remember that Governments size is defined by citizenship levels.
