Kosovo is looking forward

On Friday, Kosovo and Serbia will hold our first face-to-face talks in six months, this time with mediation from the United States, the European Union and Russia.

We already have a detailed plan of how an independent Kosovo will be governed, following two years of intensive United Nations negotiations on the status of Kosovo led by the former Finnish president, Martti Ahtisaari.

Our citizens want an independent Kosovo moving towards the European Union, and we think that the citizens of Serbia share this European goal. We owe it to the citizens of both countries to move forward.

Ahtisaari's conclusions are based on the realities on the ground, which cannot be ignored. They are a fair compromise between the positions of Belgrade and Pristina and include a unique set of guarantees for Kosovo Serbs.

Therefore what we can do now is talk about the future. We see the remaining 120 days of our "troika" talks as an opportunity to define our future relationship with Serbia and other neighbors, and to focus on the EU perspective for Kosovo and the region.

The vision that we will present to Belgrade centers on a European future for the Balkans, and is based on equality, integration, mutual respect and good neighborly relations among all the states of the region.

We have waited patiently and long enough. It's decision time. On Dec. 10 our public will ask us what the status of Kosovo is. We cannot tell them that nothing has been achieved in the last three months. We must maintain the credibility of the political process and of our political leadership if we are to build a country. To be credible we need closure on status in December.

Europe needs closure, the United States needs closure, Serbia needs closure. Regional stability hinges on our ability to resolve the status of Kosovo this year, allowing Europe and the United States at last to shift their attention to other pressing global challenges.

If we don't get to the end game now, sustaining political commitment on the part of the West will become more difficult. This means that we will move further away from a Kosovo status solution. Regional stability will again be undermined and the democratic process will come under pressure. An extraordinary opportunity will have been lost.

For Kosovo, the Ahtisaari package is at the center of our development strategy. It provides a blueprint for the protection of minorities and human rights in Kosovo. Adopting the Ahtisaari proposals is the best means of protecting and preserving a multi-ethnic Kosovo.

Already we have made progress on protecting and integrating our minorities. I regularly visit Serb villages throughout Kosovo. Kosovo Serbs are a part of Kosovo and we are determined to make Kosovo work for all of us. I am encouraged by the level of engagement we see between Serbian and Albanian municipal leaders throughout southern Kosovo.

The approaching elections, which will be both municipal and parliamentary, are pivotal for the future of Kosovo, and I urge Kosovo Serbs to vote in them. Belgrade's message to abstain from the election process is antidemocratic and irresponsible, and betrays a lack of concern for the real needs of citizens and a lack of a vision for the future. Kosovo Serbs are citizens of Kosovo and their rights and interests are best represented in Kosovo by Kosovo institutions.

The economy of Kosovo and the region will not work if the status issue is not addressed. Investors won't invest. To increase the economic attractiveness of our region we need to better integrate our economies while increasing transparency and political stability. This means that a resolution of Kosovo's final status can't wait any longer.

Kosovo is central to the stability but also to the economic prosperity of the western Balkans. Kosovo links Serbia, Macedonia, Albania and Montenegro, and it is rich in energy resources. We have a young population that is ready and eager for a normal life and for the economic opportunities that come with a clear status.

Kosovo deserves a European perspective. We are Europeans, and, like other countries in our region, we are ready to begin our journey towards full EU membership. Europe is our way forward.

Reconstructing a union with Serbia from the debris of the old Yugoslav project is not an option. Slobodan Milosevic's attempted genocide against the Albanians cannot be forgotten, and it cost Serbia Kosovo.

But we can - and we must - turn our faces to the future. The UN Charter and all other relevant statements of international law underline the pre-eminence of self-determination. Kosovo's independence is real, it is legitimate, and we are determined to make it positive.

Ceku is very selective on which part of the international law and UN charter he will use and discard the rest.

What he fails to mention is that State sovernignty actually outweighs self determination.

Ceku keeps lying to you all and you all keep swallowing his garbage. In the end, you will get exactly what you deserve, what that will be, thats anyones guess but to that gualible, your only asking for trouble.

Let's play a guessing game. How deep can Ceku shuv his d!ck down Fender's throat? Remember, only Fender (and Ceku, but he is unavailable) knows the right answer, hence his frustration.
