Regarding Treaty of Freetown
Some issues have come up in your Dáil.
1) I cannot promise Cyberia will send an ambassador. We are having trouble finding ambassadors, and they usually have a lot to do at home anyway. Not to say that I won't seek an ambassador.
2) Other nations we recognize get around the embassy issue by adding us to their EZboard ring pop-up menu. I have chosen to keep with tradition and open separate forums for our allies.
If you have any other questions, address them here. Speculation is unnecessary. I can fill you in.

My thoughts entirely. Basically, what the President is saying is an actual forum will be opened if you find an ambassador. You'll be added to the Ezboard ring anyway of course.

Indeed, I meant no offence sir. I was merely offering the Dáil an argument in favour of the embassy clause.
Naturally, the EZboard ring is quite doable, as is an embassy forum should you desire one. We have a slight phobia of inactivity at present, hardly surprising in a nation with (I believe) only six active citizens, some of them sporadically so. ;-)
