Slovakia&#146;s Benes ratification angers Hungary
September 26, 2007 08:00 am | Although last week's summit of the V4 countries (Hungary, Czech Republic, Poland and Slovakia), portrayed brotherly relations, the landscape was dominated by tensions between Hungary, hosts of the meeting, and Slovakia by the end of the week.

The dispute was triggered by Pál Csáky, chairman of the Hungarian Coalition Party in Slovakia.

Csáky had suggested that both Slovakia and Hungary should mutually apologize for historic ills against each other, and also that Slovakia should withdraw the Benes decrees, passed at the end of WWII.

The decrees, later enacted as laws and named after Czechoslovakia's post-war president, Edvard Benes, collectively accused ethnic Hungarians and Germans living inside its borders of supporting the Nazis, and therefore ordered that they be deprived of their citizenship, rights, and property.

As a result of the decrees, more than 100,000 ethnic Hungarians were deported from southern Slovakia (along with 90% of the German population).

The Benes decrees were founded on the principle of collective guilt. Although, officially, they explicitly stated that the sanctions did not apply to "anti-fascists," that term was not defined, therefore didn't provide protection even to Hungarians or Germans prosecuted by the Nazis.

The Benes decrees are still on the statute books today. No compensation has ever been payed to the victims of the decrees by either the Czech or Slovak states, successors to Czechoslovakia.

In response to Csáky's suggestion of mutual apologies, the Slovak Parliament, acting on a proposal by Slovak National Party chairman Ján Slota, ratified and confirmed the Benes decrees last Thursday (Sep 20).

In the 150 member legislature, 120 out of the 141 MPs present re-affirmed the inviolability of the decrees, with only the 20-member faction of the Hungarian Coalition Party voting against.

"The resolution was needed as the political representatives of ethnic Hungarians and some Hungarian organizations periodically press for a review of the Benes decrees," extreme rightist Slota explained later.

Addressing a press conference after the V4 meeting in Keszthely, Slovakia's President Ivan Gasparovic said his country considered "the Benes decrees a consequence of the Second World War."

Czech President Vaclav Klaus confirmed that the Czech Parliament had taken a similar decision in 2002.

Csáky commented after the vote, "Slovakia has gone back in time by 60 years. I am deeply concerned that today's decision has nothing to do with the 21st century."

Hungarian President László Sólyom on Friday described the resolution passed by the Slovak parliament as "a slap in the face."

Sólyom added that "the upward moving stage in the relations of Hungary and Slovakia has ended," although he said he did not consider reprisals necessary.

Prime Minister Ferenc Gyurcsány also raised the matter in a phone discussion with his Slovakian counterpart.

Robert Fico explained the decision was due to "internal political reasons," but Gyurcsány insisted it was against the principles of the European Union, and would, in no way, help improve bilateral relations between Slovakia and Hungary.

Meanwhile, the Hungarian Parliament's foreign affairs committee has cancelled a planned meeting with its Slovak counterpart.

The head of the committee, Zsolt Németh, of the main opposition Fidesz party, said the decision to cancel the meeting was a means to express protest against the Slovak resolution.

The foreign ministry on Monday (Sep 24) also summoned the Slovak ambassador to protest against the decision by his country's parliament.

German officials have also condemned the move, making it likely the matter will be debated around the fringes, if not officially discussed, at the regular session of the European Parliament starting next Monday (Oct 4).

For corrections is neccessary point out that around 80 000 Slovaks were deported from Hungary at the same time. It was mutual agrement between both goverments to solve this problem by population exchange. Hey, west bank boy does Hungary actually have any functional air-planes?

it's wasnt neccessary, slovaks should of stay in Hungary cause we looked after them and hungarians should of stayed in slovakia.;)

immmm i think so habib yeh, why? u think we have many planes that are not functional?:rollin nah we do have unfunctional planes which needed to be repaired but thanks Allah we have many functional planes which is still very modern, we bought it from Russia, China, America,Israel, blah blah, blah,.;) :b :D :)
