Speculation
I think they are in a pensive and are about to witnes the attack in Godric's Hollow. But the funny dressed fellow is Pettigrew, whose memory we are probably observing.
How far off do you think I am?

I thought the guy with the walking stick is probably Mad Eye. At the end of OotP he has a walking stick (I think). I don't know where Dumbledore is taking Harry too. My guess is Mad Eye's house, but there seems to be a shadow of a person in the window. I don't know, I think your thought is a good one JoAnn too.
