What to do: The Garden
The Garden's institutional function is gone. We can go two routes: eliminate it, or let it revert to its original purpose.

The original purpose, if I recall correctly, was a sort of "gossip zone" viewable only by citizens. If you want to retain that, we can. It was a distinctly Tománn thing.

There's also virtue in cutting down on unnnecessary forum categories. This is the argument in favor of elimination.

I leave the decision to the President.

Although i would like to see the Garden remain open in its original capacity or as a non-ministerial Think-tank, i believe that at this time it would be best to mothball the forum for the time being. As the presence of the Garden isn't required by law then it can be removed and reinstated as often as is required.

There is a compelling argument to get rid of 'dead wood', I agree. My memory of the old Garden was of a 'second courtyard' -- did it get much use? I really don't remember.

Low to moderate usage is the best way of describing it. I suggest it be mothballed rather than deleted though!
