Personally, I believe that there is extra terrestrial life somewhere in the Universe. Being that space is so vaste, and that there are 200-400 billion stars just in the Milky Way (let alone all galaxies combined) and probably as many planets, the odds that there's no life in the Universe besides earth decreases in my eyes significiantly.

The question is whether these hypothetical organisms are intelligent or not.

I don't think that a superior alien race is so hard to imagine. While you bring forward a good point, one needs only to look at Earth's various cultures to realize that equal groups, even when given the same amount of time, develop at very different speeds in relation to one another. Thus, while people in certain parts of the earth still live as people have done for thousands of yrs, namely as hunting-gathering nomads who are fully dependant on nature, you have advanced and industrialized socities that are light yrs ahead. The biggest scientific breakthroughs and development in human history occured the last century, despite that the modern human has lived for about 200,000 yrs. When you have that breakthrough, everything rolls at a higher speed. Maybe an alien culture had that breakthrough long before us ... maybe their planet wasn't affected in the same way as ours, where the dinosaurs were exterminated. Maybe they simply came to existance as a species before us.

Millions of yrs in a universal context isn't that much. And while earth has existed in 4,6 milliard yrs, the emerging of intelligent life is only a recent phenomenon.

Ēameria is situated geographically on the north-west Greece. This beautiful region, has a rich Albanian heretage and it was only in the 1912 that is was annexed unfairly and unjustifiable to Greece. This was the aftermath of the decision of the great powers to give Ēameria to Greece, just as the great powers had made similar decisions to give Kosova and other Albanian territories to Serbia, Macedonia and Montenegro.
