DT2005-056 - Dáil Rules of Procedure II
Ministers,
I give you the existing rules:
Quote:1. DEBATE. A bill or motion may be debated for a maximum of 10 days before a vote. Members during this time may discuss the bill and propose amendments.
1.1 Members may call a vote on an unfriendly amendment by motion and second.
1.2 Members may call a vote before 10 days by motion and second. If the succeeding vote is negative, the bill or motion is debated up to another 10 days.
2. VOTING. A vote must last no longer than 72 hours but may end sooner if every Minister has voted.
2.1 The Speaker must preside at any vote. He or she must call it and certify the results.
2.2 Members may vote in one of four ways: Yay, Nay, Abstain, or Defer.
2.3 Once recorded, an individual vote is final.
Personally, I'm quite keen to keep these more or less as they are. I would make only one ammendment, which would have been handy last term and may be again in the future:
Quote:2.1 The Speaker must preside at any vote. He or she must call it and certify the results. In the Speaker's absence, the President may assume temporary Speaker duties.
This should probably be tucked into the Constitution as an ammendment, but it'd be a lot quicker and easier to add it on this level.

I persoanally agree and i fid fid find tha t the role of the president is the ONLY suitable for ths this role

I like the idea, but it could prove crippling, should a really important issue require urgent legislation. In this case, you would either have to wait out a 72 hour voting period to clear a 'space', or muster the ministers to throw out some legislation.
How about:
Quote:1.3 No more than five (5) pieces of legislation may be in open debate at any one time. Other bills can be submitted to the Dáil but will be closed by the speaker until one of the open bills is cleared, or explicit permission is granted by Presidential decree.
I don't mean to be power-mongering here (I only have three months of term left anyway), but there needs to be an official override channel for this one, in my opinion.
