I think the capital is the best place. In a separate forum. I've drawn up a plan for the constitution, as well as an agenda for the conference, going along the following lines:

1. Opening Ceremony
2. Speech from the Party Leader
3. Decision on Basic Principles
4. Party Constitution Discussions
5. Election of Party Officers
6. Creation of 2006 Party Platform
7. Closing Ceremony

EDIT: Oh, and can we have a name other than the Progressive Democrats? I have an issue with being associated with a RL political party.

Well, what do you suggest? I picked the Progressive Democrats because I liked their logo... and mainly because I have no means of creating one on my own.

I actually like the suggestion provided by Mr. Surgeon...
The Union for Progress sounds good...

I suggest we work out our basic principles at the Conference first, then build a name around that.

Hmm, okay.

Well, then, let's get to organizing the Party Congress then.

Oh, and since the elections are being redone, I have taken the liberty of setting up a party list for the elections so people can vote for the party instead of the individual candidates...

According to Garine all candidates are still listed separately - what you have to do is make sure all your voters rank their candidates properly (which you can do in party list order).

Also, just say when you want hold your conference, I will open a forum in the University for you to use - if you want.
